The place
The land was a shipyard and the soil was ruined, so instead of digging it out they put retired houseboats on top, connected them with a wooden boardwalk and planted the ground with things that clean it. It works as an office park, a café and an argument all at once, and on a summer afternoon it is simply a nice place to sit.
Before you go
Walk the boardwalk all the way to the end before you sit down. That is where the point of the place is.
